Ask a dozen contractors whether scaffold netting has to be fire retardant and you get a dozen shrugs — until a bid gets rejected or an inspector red-tags a wrapped scaffold. The question “does scaffold netting need to be fire retardant?” lands in our inbox constantly, and the honest answer is: often yes — required by code, by project spec, or by your insurer, and occasionally by all three at once. Here is how to know which applies to your site, what NFPA 701 actually certifies, and what to demand from a supplier before the mesh goes up.
The clearest case is New York City. NYC Building Code § 3314.8.2 (Local Law 61) requires scaffold debris netting to be flame retardant in accordance with NFPA 701, with mesh openings no larger than ½ inch (13 mm) — and it spells out attachment and inspection duties too. New York is the strictest written example, not an outlier in spirit: municipalities across the US, and insurers and main contractors everywhere, increasingly write the same two requirements — flame retardancy and a maximum mesh opening — into project specifications. If your scaffold wraps an occupied building, a sidewalk shed alternative, or a high-rise, assume FR until proven otherwise.
Elsewhere the trigger is usually the project specification rather than statute — but the effect is identical: non-compliant material gets rejected, and you buy the same net twice.
These three names get thrown around interchangeably on sales pages; they are not interchangeable:

A supplier claiming “fire retardant” without naming the standard and the test method is claiming nothing. The certificate should name the lab, the standard, the method, the fabric tested — and a date, because many jurisdictions treat FR certificates as valid for one year from the test date.
Even where the code is silent, hot work — welding, cutting, grinding — next to scaffold mesh is its own rule. Sparks and slag land on mesh all day; standard polyethylene netting ignites readily, and a smoldering wrap over a work platform is a serious incident. Any zone where hot work happens needs FR-rated mesh, full stop, regardless of what the minimum code says. This is the scenario behind a large share of the “we had a small fire” stories that circulate among site managers.
Honesty cuts both ways. If the scaffold is on an unoccupied structure, no hot work is planned within the wrap, the local code doesn’t name NFPA 701, and the project spec doesn’t either — standard UV-stabilized HDPE debris netting does its job and costs less. The mistake is not buying standard netting; it is buying it without checking the four boxes above. Five minutes with the project spec saves a rejected delivery.

Fire rating gets all the attention, but the same codes usually cap the mesh opening too. NYC’s rule, for example, limits openings to ½ inch (13 mm) — the point being that a net coarse enough to pass a brick is a windbreak, not debris containment. When you spec FR mesh, check the aperture against your local rule in the same breath; a compliant FR certificate on a non-compliant mesh size still fails inspection. Flame-retardant mesh carries a modest premium over standard netting — the additive package and the certification testing cost money, but on a project scale the uplift is small next to the cost of a rejected delivery or a failed inspection. The expensive version of this decision is always the same one: standard mesh ordered, inspector arrives, mesh comes down, FR mesh ordered, crew remobilized. Contractors who work in FR-regulated municipalities increasingly treat FR as their default stock for exactly this reason — one inventory, no surprises.
